                               RESOLUTION NO. 18894
                  
                  
                   A RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT
                   AN APPLICATION TO THE STATE OF TENNESSEE FOR
                   DESIGNATION OF THE ALTON PARK/PINEY WOODS
                   AREA AS A STATE OF TENNESSEE ENTERPRISE
                   ZONE.
                  
                  
                                                    
                  
                  
       	    	 WHEREAS, the City Council has been presented with an
       application for designation of the Alton Park/Piney Woods area as 

       a State of Tennessee Enterprise Zone in which the City of
       Chattanooga would be assuming the following duties and
       responsibilities:
       	    (1)	 To devise and implement a program to improve public
                 safety within the enterprise zone.
      
       	    (2)	 To give priority to the use of community development
                 funds, urban job training funds, and local capital
                 improvement funds within the enterprise zone.
      
       	    (3)	 To name a section of the local government to act as the 

                 local administrative unit for the zone.
      
       	    (4)	 To study and consider the desirability of amending or
                 repealing local regulations and ordinances which might
                 be impeding growth and development in the zone.
      
       	    (5)	 To assist the State in evaluating progress made in the
                 zone.
      
       	    (6)	 To make appropriate local tax, fee, license and other
                 concessions to zone residents and businesses.
      
       	    (7)	 To set aside at least 10% of the allocation of funds 
for
                 low interest loans administered by the local government 

                 for use by qualified residents/owners in the zone.
      
       and
       	    	 WHEREAS, the City Council believes that the designation
       of the Alton Park/Piney Woods Area as a State of Tennessee
       Enterprise Zone would be in the interests of the health, safety
       and general welfare of its citizens.
       	    	 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
       THE CITY OF CHATTANOOGA, TENNESSEE, That the Mayor be and is
       hereby authorized to submit an application to the State of
       Tennessee for designation of the Alton Park/Piney Woods area as a 

       State of Tennessee Enterprise Zone.
